
EMERGING BLACK FILMMAKERS TRANSFORMATION FUND CALL FOR
SUBMISSION
The National Film and Video Foundation (NFVF) and the Industrial Development Corporation
(IDC) invites emerging black filmmakers to submit proposals for consideration under the
Emerging Black Filmmakers Transformation Fund (EBFTF). Launched in 2014, the EBFTF
provides financial, marketing and other related support to emerging black filmmakers.
The fund is specifically established for key creative black filmmakers with limited experience
but who have developed and produced 1-2 theatrical feature films, television fiction and/or
non-fiction, 2 3 short films and/or commercials seeking to venture into feature film
development and production.
The Emerging Black Filmmakers Transformation Fund (EBFTF) aims to develop and increase
the number of films produced by emerging black filmmakers, as well as create a sustainable
funding model with commercial viability films and return on investment. Funding will be
limited to three qualifying and viable feature films per annum.
Black filmmakers are requested to submit proposals based on the following criteria:
Budget capped at R6 million (which includes R500 000 for marketing costs)
Filmmakers must be black South African citizens;
The films must be commercially viable and demonstrate creative merit;
Films must be at the level of theatrical release;
The cast must be South African citizens;
Compliance with the NFVF funding policy and the DTI South African Emerging Black
Filmmakers Incentive(

Rights (All incl. film, merchandise etc.):
1. Companies must be 100% black-owned and managed.
2. Where the producer is Black, but not emerging (5 feature films) then the
black director must own at least 50% of the film rights.
Information to be provided with the application must include:
1. Script - (second draft) reviewed by a reputable script editor
2. A 2 page concept document outlining:
Synopsis
Logline
Directors treatment;
Genre
Target market
3. CVs production of key creative team;
Producer
Director
Writer
DOP
Line Producer
4. Summary budget (Amounts to be spent at pre-production, production and postproduction);
5. Tax Clearance Certificate;
6. BBBEE Certificate
7. Certified ID copy (valid for three months)
8. Company registration documents
9. Production schedule;
10.Cash flow schedule;
11.Sales projections with letters of intent
12.Marketing plan and distribution plan (R500 000.00)
13.Production company - experience and previous productions involved in; and
14.Chain of title documentation including script, music etc.
15.The outcome of the funding will only be released in December 2019, and therefore
all projects must plan to commence principal photography in February 2020.

Disqualifications:
Late entries will not be considered.
Projects that do not meet the criteria will not be considered.
Projects that do not have developed scripts will not be considered.
Nonfiction films will not be considered for funding.
Budgets that are above the funding amount of R6 million will not be considered.
