As sources from Ningbo Science and Technology Bureau suggest, its work in the first year of the Thirteenth Five-Year Plan targets at stimulating business startups and innovation with multiple measures so as to add 1600 more innovative startups to the existing 6900 ones within the year.
To transform the driving force of development, we need to highlight innovation and fully unleash the potential of science and technology as the primary productive force and the engine of innovation, which entails a transition of focus from R&D management to innovative service. It also requires us to accumulate useful resources, upgrade the supporting platforms, reform the financial services and effect breakthroughs in policy. A favorable environment for entrepreneurship is also necessary, said an Official of the bureau.
Enterprises play an essential role in innovation and act as a main driving force. According to explanation, to foster more innovative startups and spur mass entrepreneurship, Ningbo government will bring about comprehensive improvement of the innovation ecosystem by doing as follows. First, strive to develop maker spaces and new resources, and encourage crowd innovation inside companies. The government will expedite innovative activities based on the Internet Plus Action Plan to establish at least one comprehensive maker space and several assisting service centers. Second, accelerate the implementation of the regulatory systems for innovation bonds. The government will promote the sharing of research facilities and equipment and release RMB 200 million's worth of bonds supporting technology innovation together with its subordinate counties. Third, highlight the guidance of science while deepening the implementation of the 6+4 promotion policy. Support for overseas elite, college researchers, talents in enterprises and graduates will be ramped up. And no effort will be spared in fostering innovative enterprises and founding their R&D departments to enhance their creativity. Recently, 100 enterprise engineering centers and 25 enterprise institutes, both of municipal level, are identified.
