Haishu District Launches Intelligent Enforcement in Cultural Market

On Nov.11, Haishu district fully launched Intelligent Enforcement in cultural market, which is the first county and district level cultural market monitoring platform put into use in Zhejiang Province.

According to Pan Jianwu, vice-captain of Haishu District Cultural Market Law Enforcement Team, the monitoring platform for Intelligent Enforcement in cultural places integrates resources in public security, city management, industry &commerce and education and sets 730 cameras to perform real-time monitoring to 53net bars, 141 cultural protection units, 3recreational sites and 5 performance places, significantly improved the disposition efficiency for illegal behaviors in cultural market.

Enhancing law enforcement efficiency is the greatest feature of this platform. On Nov.7, receiving the report that minors surf the net in Taiquan Net-bar, the cultural market law enforcement team found several teenagers enter the net-bar on 4:48pm through remote monitoring system and rushed to the scene to conduct investigations.

As the core area of historical and cultural city, Haishu District has 141 cultural protection units (points). It is a matter of primary importance for cultural law enforcement team to protect them. At present, 450 cameras conduct all-weather and all-round supervision on these 141 units (points) and their surrounding environment. Now, except real time monitoring, the system forms two pictures to compare, any suspicious activity is detected, it will alarm immediately. Pan Jianwu said.

This Intelligent Enforcement firstly developed KTV Songbook remote monitoring system in Zhejiang Province, automatically scanning Songbook database files and comparing them with banned songs pre-stored in the system to identify banned songs and forbid singing banned songs. This system has covered 26 KTV in Haishu district in October, 2015.
