The Comprehensive Law Enforcement Bureau of Jiangbei District of Ningbo City was formally established on the afternoon of 23rd, November.Succeeding the listing of Ningbo Municipal Comprehensive Law Enforcement Bureau three months ago, it was the first district-level comprehensive law enforcement bureau in downtown Ningbo, which also marks the specific implementation and effective promotion of the comprehensive structural reform of Ningbo urban management system. The establishment of this bureau will add new force to create a service-oriented Ningbo municipal government through consolidating law enforcement forces, working out a better way to distribute resources and preventing bull management.
The change of names belies the enhancement of the bureau's responsibilities and the expansion of its working range.
According to Weng Wei, director of Comprehensive Law Enforcement Bureau of Jiangbei District, the bureau will ensure that the transferring, takeover and implementation of law enforcement items are carried out in a coordinated manner in line with the planning and deployment of higher government as well as 21 domains specified by provincial and municipal governments. The staff members and law enforcement officers will, in the light of the reform requirements, fulfill their responsibilities to locate and improve weak links with the concept of people-oriented urban management in their mind. They will make vigorous efforts to explore a working mechanism and management model according to actual situation and rise to new problems and challenges, thereby maintaining legal dignity and protecting people's rights and interests.
In the past few years, the work of Comprehensive Law Enforcement Bureau of Jiangbei District has been set along the principle of building highlight areas, enhancing urban life and improving living environment , with modernization of urban management as its direction and fixing systems and mechanisms as an important approach. In the year of 2016, while giving top priority to the work concerning reconstruction of dilapidated buildings and demolition of unauthorized ones , the bureau endeavors to optimize land use and builds highlight areas including Huaishu( Locus Tree) Road and Kongpu Football Pitch. Besides, painstaking efforts are made to improve urban life in Ningbo through reconstruction projects of streets and alleyways in all aspects, beautifying project of the night scene of the Old Bund of Ningbo, greening project of idle land and reservoir reconstruction project to create a comfortable, tidy and beautiful modern waterfront city. With deepening reform as its focus, the bureau energetically promotes reforms of comprehensive law enforcement system and outsourcing system of sanitation services, breaks barriers between different departments, and improves working efficiency in garbage classification, building a smart city and execution of non-litigation cases; with strengthening team building as its core and highlighting democracy, openness, competition and personal ability in its work, the bureau selects 12 members who are welcomed and recognized by people and their colleagues from all the law enforcement officers working at the forefront and promotes some of them to principal or senior staff members with a salary raise, thereby boosting the staff members' working enthusiasm in the bureau.

According to Huang Qianchao, deputy director of the bureau, the 14-kilometer-long Beiwaihuan Expressway, which begins from the northern exit of Ningbo Expressway in the western end to the 329 National Highway in the eastern end, is considered as a gate in northern Ningbo ushering in guests from other cities. However, as the expressway is too long with complicated land conditions and influence from engineering construction, the environment along the expressway was a mess before.
A city's road appearance always represents its image. In the second half of 2016, with the help of a new tool, Jiangbei District is making targeted efforts to further its reconstruction work so as to upgrade the environment and outlook in both urban and rural areas.
The new tool mentioned above is H5 service system co-developed by Three Reconstructions and One Demolition Office and a digital company: if a person enters the platform on his laptop or mobile phone, he will find that 19 roads including Beiwaihuan Expressway are clearly marked by red line. This is a platform that Jiangbei District is endeavoring to build, with various range of dynamic information updated.
The corresponding responsibility mechanism set up by Jiangbei District operates as follows: 19 officers above the deputy-director level are assigned to take charge of the 19 roads respectively, while 6 district-level units will be responsible of road screening, working out reconstruction scheme and assigning an officer to ensure the scheme is carried out smoothly in subdistricts, towns and industrial zones where the roads locate in.
