Haishu District launches Fault-tolerant Mechanism

Reform and Innovation need passionate and progressive men of action, however mistakes are unavoidable when one is crossing the rive by feeling his way over the stones. Recently, Haishu District released Implementation Suggestions of Building a Reform and Innovation Fault-tolerant Mechanism. By building up this mechanism, party members and cadres are encouraged to explore courageously and be responsible doers.

According to introduction, institutions or individuals who have not achieved expectations or have caused negative effects or losses (public safety and workplace liability accidents are not included) can apply for fault-tolerant mechanism if the case is beyond human control. In addition, following four 4 situations are also included in this mechanism, the first is that the action is not prohibited by the law or regulations; second, the action accords with party committee of higher level, government , district committee and district government's decisions and plans and it has gone through democratic decision-making and has relative files and evidence to prove it; third, the performer is responsible and diligent without any attempts for private gain for anyone or any institutions; four, the performer actively retrieved the adverse effects or losses.

Principal from Haishu district disciplinary committee mentioned that if any institutions or individuals consider themselves coincident with the fault-tolerant mechanism, then the party organizations of the institutions they are in should put forward written requests, relative factual materials and presentations of condition to the disciplinary inspection department according to cadre management authorizations

party organization of higher level would keep track of the institutions or individuals who have been exempted by the fault-tolerant mechanism , said the principal of Haishu district disciplinary committee. He also added that while reform and innovation will be protected and supported, people who play favoritism and commit irregularities, who are guilty of corruption and accepting bribes, who use public office for private gain and who infringe on the public's interests in the name of innovation will be punished severely in accordance with regulations.
