Technological innovation leads to economic boom in Beilun

Since the beginning of 2015, Beilun District has focused on technological innovation to develop economy. In the first three quarters, the high-tech industry realized a total output value of 93.16 billion yuan, with an added value of 12.45 billion yuan, up by 10.8% and 12% respectively over the same period of last year, 9.8 percentage points and 6.4 percentage points higher respectively over those of the large-scale industry.

"In this era of innovation, we should give full play to the technology as the first productivity, to attract high-end talents, innovative elements and entrepreneurial strength, so that the intelligence capital can lead to profit." said a leader from Beilun District, when addressing the lack of high-end research and development resources. At the Ningbo Talent, Science and Technology Week held in October, a group of high-end R&D institutes settled down in Beilun District, including the Ningbo New Materials Center of the Shanghai Organic Chemistry Institute of the Chinese Academy of Sciences, and the Italian CSMT Center in China

Based on the institutes, the district makes efforts to develop "blue economy". At the end of September, the Ningbo International Marine Ecological Technology Town was established at Meishan Port, and it will be built as a world famous demonstration area for marine technological innovation by attracting five national marine technological agencies in the following five years. The Ningbo Marine Research Institute, established at the same period, is co-managed by Ningbo University and the 2nd Marine Institute of the State Oceanic Administration. It aims to introduce or cultivate at least 12 promising marine technology R&D teams and realize the industrialization of at least 20 major marine technological achievements in five to eight years.

The district also guides more enterprises to build core competitiveness by launching the patent-navigating project. At the end of May, the first intellectual property innovation base for the molding industry in China was established in Beilun District, in the hope of upgrading the industry by high-tech transformation, industrial chain extension and value chain improvement. In the first nine months of the year, the district licensed 2885 patents, including 335 invention patents, up by 28.2% and 98.2% respectively over the same period of last year. Meanwhile, by strengthening docking with the major universities or colleges, the district has developed such new industries as the marine engineering equipment manufacturing, and auto vehicle and parts. So far, it has established cooperation with such prominent universities as Zhejiang Univeristy and Harbin Institute of Technology, introduced three institutions of the Chinese Academy of Sciences, and built six academician workstations in enterprises.

The successful docking of intelligence and capital helps the enterprises in Beilun District to have a strong say in their industries. Ningbo Feilun Paint Co. Ltd., in cooperation with a R&D team from the marine institution of the Chinese Academy of Sciences led by Academician Hou Baorong, has completed 16 projects for environment-friendly high-end ship paint, heavy anti-corrosion paint, and special paint, realized a total revenue of 16 million yuan, and set up a dozen of national industrial standards. Some other enterprises, including Haitian Plastics Machinery, Ini Hydraulic Co. Ltd. and Orient Group, have obtained major national scientific plan projects.
