Beilun District Resorts to IT to Ensure Transparent Bidding Procedure

To minimize human interventions in bidding activities and avert bidding-rigging, recent years have seen the adoption of information technology of Beilun District to curb back door operations and ensure overboard bidding process.

Internet platform opens a new channel. Online bidding system is set up in which many procedures involving bidding are operated online. These procedures include the establishment of bidding of construction undertaken by the government, bidding application of government purchases, the access of bidding documents, as well as the receipt and refunding of deposit, etc. As a result, the entire process is made more efficient in that commuting trips of bidders for each project have been reduced to once only for the bidding meeting instead of previous five times for going to government buildings, property owners and relevant agency, and bidding time is saved 20% from 25 days to 20 days.

Back-to-back bidding or transparent bidding is achieved. The bidding information management system gives bidders a paper-free process in such bidding activities as engineering construction and government purchases. All they need to do is a click of mouse for bidding application, which saves considerable human, material and financial resources. What's more, such materials as bidding documents, project amount inventory and design drawings are available online, saving over 20 million yuan annually. Transparent bidding is thus achieved through cutting any contact among bidders, parties involved and cutting channels for bidding-riggers.

Post-qualification process puts bidding information into a black box. Pre-qualification, on-the-spot survey, bidding prep meeting are cancelled. On the day when bidding begins, bidders attend bidding activities with relevant documents as stipulated, and after the bidding is over, the bidding evaluation committee will conduct examination on bidders' qualifications to cut the bid-rigging information chain. Basic account access to bid bond, private network connection, online banking collection are made to ensure that the number of potential bidders and the list before the opening remain fully confidential. One hour before bidding opens, no so-called registration list is required, and regulators department, trading center, the tender and bidders themselves cannot learn other bidders' information, making bid-rigging more difficult.

Automatic drawing makes reviewing referees' information classified. Random selection by computer, computer voice notification, printed list of bid evaluation experts sealed, electronic operation covering the entire bidding process. When drawing the bidding, the project leader logins in the expert voice notification system, enter the project name, project number, units and personnel that shall be averted, the project bidding time and place, the category of experts and regional scope, all of which will be sent to experts through the voice notification system and text message. After the drawing process, the system automatically prints a sealed list of evaluation experts, which is operated without any human involvement, and staff are also unable to get the list of experts. The list of experts in the field evaluation will be unsealed under the supervision of staff, so during the entire process, experts and the bidding parties remain completely isolated, making bribery more difficult.

Online supervision is meant to avoid regulation embarrassment. The electronic bidding service management system has opened remote video and audio monitoring channels for the industry department, which conducts remote monitoring and evaluation under authorization. The electronic bidding system and the electronic surveillance system are combined to monitor real time all the service procedures by viewing the data, operations, the announcement, registration time, experts drawing, open evaluation activities of all business processes. On-site monitoring of bidders and administrative supervision department is accompanied by increasing real-time monitoring from the industry department, discipline inspection and supervision department so that the effort can be an iron fist to battle such dealings without transparency as expanding supervision channels and back-door operations, and bidding process can be made overboard.
