The Hangzhou Bay District celebrates the 5 anniversary

As early as in 2003, when the construction of Hangzhou Bay Bridge started, former Provincial Secretary Xi Jinping, when visiting the southern bridge site, anticipated, "we will have a bridge economy and a bridge time. The construction of Hangzhou Bay Bridge will play an important role in the economic and social development of the whole province." The 5 years since the establishment witnessed the rapid development of economy and the great change of city construction. Compared with 2009, the local GDP increased by 2.6 times; the industrial output value increased by 2.2 times; the fixed investment increased by 5.3 times; the fiscal revenue increased by 5.5 times; the total investment of new projects was 3.3 times of the total of the previous 9 years. It has become a highlight of the rise of new economy in the city and province. With big industry rising in the beach, modern city rising on the earth, bridge promoting the economic circle, the new district is opening a new chapter.

The achievements in the past 5 years fully demonstrate the right decision of the provincial government and the municipal government. Following the picture of building a new Pudong in Zhejiang, the provincial government and the municipal government made a decision to speed up the development of Hangzhou Bay District in Nignbo, which made major adjustment of its development plan and management system, which directly helped to transform the new district from a county industrial function zone to a large development platform at the provincial and city level, freed the new district from the local framework and expanded the its development space.

The achievements contribute to the support of all the departments concerned. Aiming to integrate the new district into the Yangtze River Delta and drive the integrated development of Yuyao and Cixi, the municipal government kept supporting the new district with preferential policy, systems and elements, which laid a solid foundation for the leaping development of the new district. Especially, people in Cixi, for the interests of the whole, spared no efforts to help the new district, which helped to create a favorable outside environment for the development and construction of the new district.

The achievements are the result of the joint efforts of the leaders, officials and the local people. In the past 5 years, all the people worked together to promote the development by seizing every minute, innovation and courage. They fully exerted their innovation enthusiasm, vigor and team work to create one milestone after another, set new records. We should give them a like for these dreamers and doers.

We are proud of living the time of passion. To build an outstanding a new district which integrates the development of industry, city and people with business development and innovation, the 5 years is only a beginning. It will take another 10 years or 20 years to achieve this goal. Fortunately, thanks to the practice and exploration of the past 5 years, people in the district are clearer about he blueprint of the district, more confident about the development route, and feel more glorious for their mission. The future development needs the efforts of one generation after another who should have strong determination to fulfill the goal and need to make new achievements on the shoulder of the predecessors and pay the way for the descendants.

Therefore, we need to speed up our developing for the objective of building a first class development zone in the country. We should follow the model of Pudong in Shanghai and Binhai District in Tianjin, aiming to double the achievements in 2015 for the new three years and realize the triple development in 9 years by 2018. At the end of the 13th pan, the local GDP will reach 100 billion. By 2030, the second 10 years since its birth, the new district will become a first class development zone, a leader of the Hangzhou Bay Ring Economy and the up-rising star of bay economy in the world.

We need to catch the new opportunity to accelerate the industrial transformation and development. Facing the new economy, we have to pay attention to creative ideas and take the initiative. Especially, we should catch the opportunity of national development strategy to develop the economy of one belt and one road and Yangtze River economic belt, have reforms in an all-round way, expand domestic and international opening space, accelerate the industrial clustering, urbanization of the area, the modernization of the waste treatment, actively participate in the development of the port economy and fully exert the leading impact of the new round of innovation and development.
