RTVE: presidente por concurso p blico El Pleno del Congreso env a al Senado una Proposici n de Ley que establece que el presidente de la Corporaci n sea elegido por concurso p blico as como que el n mero de consejeros pase de doce a nueve.
El Congreso de los Diputados ha este jueves dado luz verde, con 343 votos a favor y una abstenci n, a la Proposici n de Ley sobre la modificaci n de la ley de RTVE, que plantea que los consejeros de RTVE sean elegidos por mayor a cualificada, de dos tercios, de cada C mara y, de acuerdo con una enmienda aprobada por mayor a absoluta en segunda vuelta si no se alcanza el respaldo previsto para a primera.
La proposici n de ley contin a su tramitaci n en el Senado con la incorporaci n de enmiendas respecto al texto elaborado por el Grupo Socialista, entre ellas todas las presentadas por este grupo, una Ciudadanos, tres de Unidos Podemos-En Com Podem-En Marea, dos de ellas sobre la base de un texto acordado con el grupo proponente y Ciudadanos, y una del Grupo Popular.
Entre las enmiendas de Grupo Socialista, se plantea que de los consejeros de RTVE sean elegidos de entre personas de reconocida calificaci n y experiencia profesional. Los consejeros ser n elegidos si obtienen el respaldo de dos tercios de la C mara correspondiente, si en una primera votaci n no se alcanzara dicha mayor a, estos podr n ser elegidos por mayor a absoluta en votaci n posterior efectuada en un plazo no inferior a quince d as.
Tambi n ha quedado aprobada una enmienda del Grupo Popular por la que se establece que el Consejo de Administraci n de RTVE est compuesto por nueve miembros elegidos entre personas con suficiente cualificaci n y experiencia profesional y procurando la paridad.
El Pleno ha aprobado tambi n una enmienda de Unidos Podemos-EC-EM por la que los consejeros sean elegidos de entre personas de suficiente cualificaci n y experiencia profesional, garantizando ( en lugar de procurando) la paridad entre hombres y mujeres. Los consejeros ser n elegidos si obtienen el respaldo de dos tercios de la C mara correspondiente .
Presidente por concurso p blico
Las enmiendas 10 y 11 de este grupo se aprobaron en los t rminos del texto pactado con los grupos Socialista y Ciudadanos por la que se acuerda que el Congreso de los Diputados y el Senado aprobar n en el plazo de tres meses desde su entrada en vigor la normativa para la elecci n del presidente de la corporaci n por concurso p blico, as como un procedimiento de comparecencia para la evaluaci n de la competencia e idoneidad de los candidatos a la Presidencia y al Consejo de Administraci n ante un comit de expertos formado por personas de reconocido prestigio profesional, cuyos miembros ser n designados para cada ocasi n por sorteo entre los propuestos proporcionalmente por los grupos.
El texto a ade que, en tanto no se apruebe la normativa contemplada en el apartado anterior, la elecci n y las comparecencias previstas se llevar n a cabo por el procedimiento reglamentario vigente.
Transparencia
Por otro lado, se ha aprobado una enmienda de Ciudadanos por la que la Corporaci n de RTVE queda sujeta a las obligaciones contenidas en la Ley 19/2013 de Transparencia, Acceso a la Informaci n P blica y Buen Gobierno .
La enmienda de Ciudadanos para que sean nueve los consejeros de RTVE, cinco elegidos por el Congreso y cuatro por el Senado, de entre personas de suficiente cualificaci n y experiencia profesional, procurando la paridad entre hombres y mujeres. Los consejeros ser n elegidos si obtienen el respaldo de dos tercios de la C mara correspondiente , qued rechazada despu s de un triple empate. En la tercera, tal y como determina el Reglamento, se da por rechazada.
