Yinzhou District Procuratorate Builds Internet + Model

Since the beginning of 2015, Yinzhou District Procuratorate has been committed to applying internet and IT technologies to inspection work. It works to build a clean and integrated network which it can rely on to boost procuratorate work. As such, the initiative has brought inspection work online.

In 2015, to ensure cyber security, Yinzhou Procuratorate arrested 59 people of 43 cases and prosecuted 102 people involving 37 cases as part of its effort to safeguard cyber security. Those arrested cashed in on the internet to commit fraud, sell counterfeiting products, conduct pyramid selling and raise fund illegally. Meanwhile, close attention was paid to criminal activities in the internet and its supporting sectors. As a result, 3 personnel from Ningbo Airport Aviation Service Company in 3 individual cases were investigated for corruption and bribery.

In the meantime, procuratorates in Zhejiang took the initiative in rolling out indigenous system for re-educating minors. All the data involved will go online to form extractable data chain and archive. And this effort is approved by their superiors. A mobile app, known as Procuratorate Service Platform, has been developed to handle daily management affairs. A high-definition remote trial system was completed to allow trial and evidence display happen through the system. Since the system was put in place two months ago, 491 people involving 320 cases have been trialed through the system. This has accounted for 82.5% of total cases being trialed and has saved 70% of time.

Backed by the internet to make inspection work more transparent, Yinzhou Procuratorate also set up a portal website, a Weibo official account, among others to be exposed to public opinion. All functions of the portal website are pooled to provide one-stop service that integrates postings, whistle-blowing, on-line appeal, inquiry and reservation. As part of efforts to make judicial practices more transparent, 780 times of inquiries have been made, 5,280 items of cases information have been disclosed, and 550 legal documents have been put into operation.
