
The National Film and Video Foundation Call for Drive-In proposal submissions
The National Film and Video Foundation (NFVF) is an agency of the Department of Sports, Arts and Culture that was created to ensure the equitable growth of South Africas film and video industry. In light of the effects of COVID-19 on the film industry, we have decided to use alternate ways to reach our audience through the introduction of a Drive-in strategy.
The Drive-In initiative aims to provide relief to communities hard hit by COVID-19, to offer alternative forms of entertainment whilst creating job opportunities for SMMEs and providing a life-line for filmmakers. Although cinemas have been given the green light to operate under Lockdown Level 3, they will only operate at 50% capacity.
A drive-in initiative will enable the NFVF to follow through on the support for films funded by the NFVF in a measured way, whilst assisting filmmakers with distribution methods for their content to reach audiences. This would also give us the opportunity to partner with different Provincial structures and municipalities as well as potential commercial partners.

Background
A drive-in theatre or drive-in cinema is a form of cinema structure consisting of a large outdoor movie screen, a projection booth, a concession stands, and a large parking area for cars. Within this enclosed area, customers can view films from the privacy and comfort of their cars.
The screen can be as simple as a wall that is painted white, or it can be a steel truss structure with a complex finish. Drive-In screenings are uniquely positioned to limit physical contact yet provide a comfortable viewing space. With the right safety and healthy measures applied Drive-Inns screenings can be implemented in the current lock-down provisions.
This can be extended, in a limited and safe way, to concession stands for youth-owned businesses to sell refreshments and masks and hand sanitizers to patrons upon entry. Stringent measures will be implemented at the point of entry to minimise risk.
Specific conditions are applicable and applicants need to take careful note of these conditions before applying.
Eligibility
For the interested service provider to be considered, they must meet the following requirements:
Must be a South African citizen
The Company to be at least 51% owned and managed by the applicant
The Company should have completed at least one outdoor screening event
Only previously disadvantaged SMMEs will be considered
The Company must indicate the ability to work with other local service providers
Selection Criteria
Criteria that will be taken into consideration when assessing applications include:
The capacity of the company to meet the highest standards within strict COVID-19 guidelines
A clear understanding of budgeting and delivery within budget
A unique selling point concerning sustainability and contribution to transformation in the industry
An NFVF internal panel will be appointed to adjudicate applicants
The budget for each drive-in activation is capped at R150 000
Compulsory Application Requirements
All applicants must submit the following compulsory documentation:
CVs of key management
Budget and proposed screening schedule
Valid BBBEE Certificate
Original valid tax clearance certificate (MUST BE VALID FOR 3 MONTHS)
Company registration documents
Failure to submit any one of the compulsory documentation will render the application incomplete and therefore disqualified for consideration.
