Hangzhou Bay New Area Advances Ningbo s First-tier City Pursuit

Spring planting, autumn harvest Ningbo Hangzhou Bay New Area has come to the harvest season since its establishment in 2010.

Recently, the total industrial production value of enterprises above designated size has reached one hundred billion yuan for the first time and the total fiscal revenue reached ten billion yuan on December 19.

The estimated total output value of 2016 is 32.4 billion yuan with a year-on-year increase of 11.7%. Investments in fixed assets reached 40 billion yuan with a 16.6% increase, the total industrial production value 130 billion yuan up by 13%, the total fiscal revenue 10 billion yuan, higher by 22.8% than last year. From 2009 to 2016, the annual growth rates of total output value,fixed asset investment, total industrial production value and the fiscal revenue reached 26%, 36.4%, 21.5% and 38.9% respectively. Ningbo Hangzhou Bay New Zone displays its competitive economic power and its development potential.

The harvest never comes easily. It is made possible through joint efforts from decision-makers and supporters of the

government, constructors and citizens. It is a result of the integration of reform, innovation, open-up and internationalism.

Then, what will be the next step?

Internationalism is the key word of Hangzhou Bay New Zone's development.

Last year, Hangzhou Bay New Zone put forward development goals of the 13th five-year plan and the construction of one city, four zones : one city refers to the Hangzhou Bay international seaside city while the five zones are advanced manufacturing agglomeration zone, science and technology R&D zone, health zones of leisure and culture and the demonstration zone of industrial convergence. Hangzhou Bay New Zone promotes a new industrial system with modern

agriculture as its basis and supported by advanced manufacturing industry and modern service industry.

As a National level demonstration zone of industrial convergence, Hangzhou Bay New Zone assumes the responsibility to

play the leading role of establishing industrial agglomeration zones, developing intelligent economy, deepening the

Shanghai-Ningbo cooperation and the urban-rural integration to accelerate the pace of Ningbo's pursuit of becoming an

international port city, a city of culture and art and a first-tier city.

Big Four Strategy Guides New Industrial System Large enterprises, such as SAIC Volkswagen Automotive Co., Ltd. and Geely Holding, Group become an important engine for the Zone's economic development.

In accordance with the provincial strategy of accelerating the development of marine economy and Big Four strategy (i.e. big industry, big platform, big enterprise and big project), provincial and municipal governments decided to speed up the development of Ningbo Hangzhou Bay New Zone. The Big Four strategy acts as guiding star in the whole progress.

Guided by the Big Four strategy, Geely automotive manufacturing base produced its first vehicle on April 11, 2011;

Shanghai Volkswagen Project with a total investment of 1.18 billion yuan and an annual output of 300,000 vehicles was

established in the zone on January 6, 2012. Over 100 auto parts companies settled into the zone including Faurecia Holding Co., Ltd., Johnson Controls International Plc. and Visteon Corporation with a total investment of 1.2 billion yuan.

Big projects came one after another. After the settlement of the manufacturing base of Shanghai Volkswagen, the Geely

advanced passenger vehicle manufacturing project with a total investment of 1.3 billion yuan and an annual output of

300,000 vehicles was launched at the end of April this year. The automotive manufacturing has become a big industry in the Hangzhou Bay New Zone. The two automotive projects and the supporting enterprises greatly contributed to the total

government revenue with a year-on-year increase of 62.64%.

Big industry promotes big platform. According to the 13th Five-year Plan, the Hangzhou Bay New Zone actively promotes the construction of international automobile industrial park. With a total coverage of 12 square kilometers, the industrial park mainly includes advanced passenger vehicle manufacturing, auto parts manufacturing and car inspection and research. At the same time, the application of Automobile Smart Town is under progress. By 2020, the zone is expected to have reached 150 billion yuan of the total output of the automobile industry and attracted over 120 automobile industrial projects.

By carrying out the industry development plan of introducing big enterprises, promoting big projects and constructing big platforms, we can keep a high economic growth rate and contribute to the stable economic development city- and provincewide, says Liang Qun, member of member of the Standing Committee of Ningbo Municipal Party Committee and Secretary of the party committee of the Hangzhou Bay New Zone.

This year, the Hangzhou Bay New Zone also launched the construction of the 78-square-kilometer seaside city with

Greenland Group and signed a 5-billion-yuan contract of auto parts manufacturing and industrial automation project with Tuopu Group Co., Ltd.

A few days ago, 2 municipal roads of the second-stage of PPP project of planning region of new waterfront city in Ningbo Hangzhou Bay has officially started. Meanwhile, its preparatory work of tendering and bidding has launched, including the city trunk lines, river channel and central lakes, with the total investment about 2.44 billion yuan.
