Fern ndez-Paniagua degreases upcoming performances in 5G priority bands Un a o m s, el 5G Forum ha contado con el subdirector general de Planificaci n y Gesti n del espectro radioel ctrico, Antonio Fern ndez-Paniagua (Ministry of Economic Affairs and Digital Transformation). En su intervenci n, ha detallado las pr ximas actuaciones en las bandas 5G de frecuencia prioritaria. Antes de pasar a concretar en qu estado se encuentran las frecuencias de 70 MHz, 3,5 GHz and 26 GHz, Fern ndez-Paniagua ha destacado el excelente estado de forma de la Uni n Europea en materia de desarrollo de 5G. Despu s, ha puesto en valor los logros de Espa a: Contamos con la red de fibra m s extensa de Europa y somos de los pa ses l deres en materia de ciudades con 5G, casos de uso y hoja de ruta .
Con el Plan Nacional 5G 18-20 dando sus ltimos pasos (a n sigue activo dada la vigencia de varios proyectos pilotos y casos de uso), la mirada de Espa a tendr que ponerse en la nueva Estrategia de impulso de la tecnolog a 5G . Fern ndez-Paniagua se ala tres objetivos principales: reforzar la posici n de liderazgo de Espa a en materia de 5G, desarrollar un entorno confiable para el despliegue de la tecnolog a y apoyar el despliegue por parte de los agentes econ micos.
Este plan, que se extender de 2021 y 2025, est enmarcado dentro del plan Espa a Digital 2025, iniciativa que contiene medidas, reformas e inversiones articuladas en los ejes estrat gicos marcados por la Comisi n Europea .
Disponibilidad del espectro 5G Fern ndez-Paniagua ha centrado su atenci n en las medidas que llevar de forma inminente Espa a para habilitar el espectro radioel ctrico destinado para el 5G. Estas implementaciones se incluir n dentro del plan de Recuperaci n, Transformaci n y Resiliencia , que ser presentado a finales de mayo a la Uni n Europea.
A nivel de la banda de 700 MHz, Antonio ha confirmado que tras la modificaci n del cuadro de frecuencia, ya est plenamente disponible para los servicios de comunicaciones electr nicas. Del mismo modo, ya se ha establecido la distribuci n de la banda y se ha culminado la consulta p blica. De esta forma, la administraci n p blica ya prepara el pliego final que regular la licitaci n, que no tardar mucho en ser presentado en el BOE. El modelo de licitaci n ser una subasta simult nea ascendente de m ltiples rondas y las concesiones tendr n una duraci n de 20 a os. Del mismo modo, se exigir n hitos ascendentes a los adjudicatarios.
Con respecto a la banda 3.400-3.800 MHz, ya se tienen las respuestas a la propuesta p blica, as como informes adicionales. Con toda esta informaci n, se har un pliegue definitivo para su posterior publicaci n en el BOE. A d a de hoy, ya se ha llevado a cabo la subasta de bloques, con un total de 380 MHz adjudicados a agentes como Telephone, Vodafone, Orange and M sm vil. Pr ximamente, se emprender un proceso de la banda completa para que los operadores puedan agrupar sus concesiones en bloques continuos y as aprovechar todas las potencialidades y ventajas que ofrece la tecnolog a 5G . Del mismo modo, varias frecuencias actualmente utilizadas por radares de vigilancia migrar n a otras bandas.
Con respecto al espectro 26 GHz, todav a se encuentra en proceso de liberaci n, ya que hay varios bloques que est n ocupados por radioenlaces. Fern ndez-Paniagua confirma que este desarrollo se tiene que completar el 31 de diciembre de 2021. El siguiente paso ser una consulta publica, cuyo objetivo ser disponer de una visi n actualizada de las aplicaciones para esta banda .
Iniciativas adicionales Espa a contempla un amplio listado de objetivos, todos ellos dirigidos en pro de la consolidaci n del 5G como eje transversal de la digitalizaci n del pa s. Entre ellos, encontramos el despliegue del 5G en n cleos de poblaci n y corredores de transporte; la creaci n de una gu a de buenas pr cticas; la integraci n del 5G en proyectos tractores de digitalizaci n sectorial; el fomento de la innovaci n en 5G; la creaci n y definici n de ecosistemas de ciberseguridad 5G; la simplificaci n de los tr mites administrativos; la reducci n de los cargos al despliegue; o la puesta en funcionamiento de la ley de ciberseguridad 5G, cuyo borrador del anteproyecto ya se ha presentado.
