The culture 2020 Plan creates the label is Spanish cinema and aims to convert Spain into a great dish for international shoots In the Congress of Deputies, the Secretary of State for culture, Fernando Benzo, presents the new cultural model proposed to the Government in the face of the 2020.
Fernando Benzo, Secretary of State for culture, has presented this Thursday in the Chamber of Deputies the culture 2020 Plan with the strategic objectives of the new cultural model. The document includes a total of 150 measures covering the whole of the cultural world and which could be the germ of a State Pact on culture, to have counted for its realization with contributions from four parliamentary groups of the lower House: PP, PSOE, together we can - in common can-in tide and citizens.
This ambitious Plan culture 2020 has as pillars to five fundamental objectives, according to Fernando Benzo has stressed during his hearing in the Committee on culture: promoting a cultural offer of quality; update a legal framework for the protection of culture; promote a social partnership culture; spread the Spanish culture beyond our borders: and promote the creative activity.
Measures include the intensification of activities in the fight against the violation of intellectual property rights on the internet, the creation of a specialized prosecutors Office or the creation of an anti-piracy generation. On the other hand, the Government will propose a law of patronage that increase private investment in activities of general interest related to the world of culture, as well as the development of the status of artists and creators, aimed at improving their labour, economic and social conditions.
The Plan also establishes measures to modernize State cultural infrastructures, with a determined renovation and rehabilitation of buildings and facilities for its improvement. Also expected to increase the presence of Spanish companies for the performing arts at the international level
With respect to intellectual property, culture 2020 Plan will adopt a new legal regulation of equitable compensation for private copying; promote the function of control of the first section of the Commission on intellectual property, and strengthen the human and technological resources to the second section; the of intellectual property law (LPI) will be overhauled to transpose the European directive of collective management of rights of intellectual property and of multi-territory licensing of rights in musical works for use online. In addition, it will collaborate with the Ministry of Justice and Attorney General for the establishment of a public prosecutor specialized against the violation of intellectual property rights.
Cinematography
Cinematography, strategic cultural sector that contributes to economic development and the creation of employment and wealth, have the new seal for recognition is Spanish cinema and it will boost the attraction of the shooting to Spain. On the other hand, transparent measures that improve the financing of cinema, with a quota of investment for the production system will be established in addition to modify the order of regulatory basis for aid to cinema. The promotion of education in cinematography is very present in this plan through measures as the programme education for the film. Film education which will include curriculum materials related to the film and audiovisual arts, the promotion of joint actions with the autonomous communities and local authorities to improve the quality of teaching in the schools of cinema; or the awareness of younger generations through participation in European projects of education and cinema. With this Plan, and also Spanish film library will be reinforced its technical and performance capacity by, among others, the implementation of a comprehensive Plan for preserving the heritage film in the long run.
The culture 2020 Plan pays special attention to the cultural industries and creative (ICC) giving priority to the promotion of measures that stimulate the quality, innovation and creativity with the development of the annual plans of the ICC development: development of a white paper from the creation, training and development of public culture; promote the participation of Spanish cultural operators in the financing of the European Union instruments; launch of a new line of equity loans; or the development of a specific plan of development of the creation and production of the game in Spain.
Culture 2020 Plan also aims to the development of actions that favour the internalization of Spanish culture and the improvement of the existing cultural tourism through applications related to new technologies. This measures of access of the Spanish cultural product to the international market with the Cultural promotion of Spain annual Action Plan will increase overseas in collaboration with Spanish Cultural Action (AC/E), Spanish Agency of international cooperation for development (AECID) and the Instituto Cervantes.
The measures included the culture 2020 Plan on another one of the main areas of action, Cultural heritage, include the improvement and modernization of files, libraries, and state museums with the development of new infrastructure projects; the implementation of new national plans for conservation and dissemination of archaeological sites, preservation of the Digital Heritage, and digitization of the bibliographical heritage; the promotion of cultural participation in the elaboration of the Development Plan of public museums and reinforcing the Social museums programme; policy development on heritage and intangible heritage, a regulation of national museums, or the regulation of the operation of National Archaeological Museum; or the creation of the Provincial historical archive of Madrid.
