
Consensus in the Commission on a new model of financing of cinematography The Commission of the cinema and the audiovisual presents the conclusions of the working groups on direct subsidies and tax incentives. The report will be forwarded to the Government for its implementation.
Met the plenary of the Committee for the study of a new model of financing of the film, has released the findings of two working groups on direct subsidies and tax incentives.
The Commission has shown its agreement on them and has expressed the wish that the resulting report be sent to the Government for its implementation.
With regard to direct aid, the Commission sees need to find a sustainable system, which guarantees the consolidation of a solid industry, and allowing a diverse, plural, cinematography in which live various types of productions, from the smallest and copyright to the purely commercial with large budgets. So, it is necessary to have different systems of public support.
On the other hand, considered that the ideal would be a combination of tax incentives and direct support (mixed system) in a balanced way, as well as the countries of the Spanish environment.
The Commission requests the establishment of a transitional period that would prevent situations of insecurity and bluntness to the companies.
The selection would take place around two schemes: one selective, independent and professionalized, which reward the artistic quality of the projects and other automatic that was completely objective and universal. In both cases the aid would be way ahead for unrealized projects. It would be important to be do with vocation of lasting and that counted with a reasonable budget allowing the objectives set and with agile handling guidelines.
In addition, the Commission appeals to establish a points system, a note of cutting, territorialisation clauses, and the reduction of deadlines for processing and applying clear criteria, reducing the margin of interpretation of the rules as much as possible.
Tax incentives
On tax incentives, improving the percentage of existing deduction, at least 25% is requested from the Commission and proposes changes to facilitate investment in cinema and audiovisual by non-producers
The creation of an ad hoc legal vehicle to facilitate investment, which overcomes the difficulties posed by the investment through the AIEs; the implementation of control mechanisms to stop investments industrial footprint in Spain, as a cultural test and a maximum limit per project; and discrimination positive projects directed, written and produced by women and teams with equal participation of men and women. In addition, the Commission sees convenient the establishment of a design of an incentive that is specific to support digitization and innovation in the showrooms, and revitalize rural areas and in sparsely populated municipalities. The exhibition of films in original version will also be encouraged. Finally, also requested a reduction in the rate of VAT for the film.
In its conclusions, the Commission committed to the development of policies to promote audiovisual education and respect for intellectual property in formal education, as well as the formation of public; the reflection on possible sources of funding of the protection fund for cinematography; the study of other proposals regarding the management of the market in relation to distribution and cinema exhibition; and the coordination and pooling of cinematographic policies of the autonomous communities and the State.
On this last point, the Sectorial Conference of culture that has met this week in Madrid approved the creation of a group of work of cinematography and the Audiovisual permanently to boost communication and cooperation between the autonomous communities and the State.
At the meeting of the Commission, which has taken place in the Secretary of State for culture, involving the Secretary of State for culture, Jos Mar a Lassalle, and CEO of ICAA, Susana de la Sierra, in quality of President and Secretary of the Commission, respectively, and representatives of the ministries of Presidency and Vice Presidency of the Government; Economy and competitiveness; Finance and public administration; Industry, energy and tourism; as well as AC/E and ICAA.
