
Industry confirms that they will not decline in Catalonia television channels Se mantendr en el entorno del 37% la proporci n de la capacidad de frecuencias reservada para emisiones en lengua catalana a trav s de los canales de televisi n auton mica y local.
El secretario de Estado de Telecomunicaciones y para la Sociedad de la Informaci n, Victor Calvo-Sotelo, se reuni el pasado viernes con el secretario de Comunicaci n de la Generalitat de Catalu a, Josep Mart , para reiterar que el proceso de liberaci n del dividendo digital, que obliga a la reordenaci n del espectro radioel ctrico para permitir el desarrollo de la telefon a 4G en Espa a, permitir mantener la oferta televisiva en Catalu a e incluso mejorarla.
En la Uni n Europea, un 20% de las frecuencias actualmente utilizadas por el servicio de televisi n pasar n a ser utilizadas por los servicios de telefon a m vil de cuarta generaci n 4G, lo que permitir desarrollar los servicios de acceso a internet m vil de muy alta velocidad.
La liberaci n de esta banda de frecuencias actualmente ocupada por televisiones nacionales, auton micas y locales, es un mandato de la UE y ya aparec a en la concesi n provisional del segundo canal m ltiple auton mico en Catalu a realizada en 2007 por el ministro de Industria, Joan Clos i Matheu.
La reducci n del espacio radioel ctrico para las televisiones es conocido por el sector desde agosto de 2012. El plan respeta la proporci n de la capacidad de frecuencias reservada para emisiones en lengua catalana a trav s de los canales de televisi n auton mica y local, que se mantendr en el entorno del 37%.
Espacio sin utilizar
Catalu a en la actualidad tiene tres canales m ltiples de televisi n auton mica. El futuro plan prev la existencia de dos canales m ltiples digitales de televisi n auton mica, el doble que el resto de las 16 Comunidades Aut nomas, y dos canales m ltiples de televisi n local. En un canal m ltiple hay espacio para albergar hasta 6 canales de televisi n.
Catalu a est utilizando solamente una tercera parte de la capacidad de uno de sus m ltiples auton micos mientras que las televisiones locales, con una gran cobertura de poblaci n, est n utilizando en la actualidad solo el 50% de su espacio disponible.
Las mejoras tecnol gicas en la compresi n y la codificaci n de las se ales de televisi n permiten aprovechar mejor la capacidad disponible y por lo tanto mantener el n mero de canales y mejorar la calidad de las emisiones incluida la alta definici n, a pesar de la reducci n de frecuencias motivada por el dividendo.
Durante la reuni n se han evaluado diferentes soluciones t cnicas para mantener las emisiones, incluyendo la alta definici n, dentro de los canales m ltiples auton micos y locales que seguir n funcionando. El Gobierno tambi n ha ofrecido soluciones para mejorar el aprovechamiento de los m ltiples de televisi n local.
El plan en el que trabaja el Gobierno garantiza que el n mero de edificios afectados por el cambio sea el m nimo posible y reduce los gastos en los que deber n incurrir los ciudadanos para adecuar sus instalaciones.
Reacci n de la CCMA
El presidente de la Corporaci Catalana de Mitjans Audiovisuals, Brauli Duart, reiter ayer que la CCMA defender el mantenimiento de su oferta audiovisual ante la amenaza de perder la gesti n de uno de los dos m ltiplex de los que dispone. No es un problema t cnico, es un problema pol tico , ha denunciado Duart durante la reuni n de la Comisi n de Control del Parlamento de Catalu a sobre la actuaci n de la CCMA .
Brauli Duart ha querido recordar que la decisi n del Ministerio de Industria de reducir el espacio para los canales de Televisi n de Catalu a hay que sumar otras decisiones del Estado que tienen un impacto grave sobre la gesti n de los medios de la Corporaci n: la prohibici n de que las televisiones auton micas puedan generar d ficit y el cambio de criterio, que no de ley, sobre la deducci n que la CCMA hace del IVA.
La actual oferta de canales de Televisi n de Catalu a en TDT es, seg n el presidente de la CCMA, imprescindible para el pleno desarrollo del servicio p blico de comunicaci n audiovisual. Y ha querido dejar claro que no queremos renunciar a ella, lo queremos mantener y, cuando sea posible, incrementarlo . Duart se ha referido tambi n al hecho de que los canales Super3 y 33 compartan frecuencia como una situaci n temporal para las necesidades de ahorro actuales.
