All Reconstruction Projects in Ningbo Must Be Green Since May

A residential project under construction became one one of the first three-star green buildings in Ningbo, for it's equipped with a highly-efficient energy-saving transformer which reduces consumption by over 20%, a roof rainwater collection system which can be used to water plants and wash cars. Besides, it employs LED, solar PV system, and underground optical lighting system, etc. which reduce consumption by 5% to 10%, to name but a few.

On the Green Building Council Alliance Conference held on July 8th, Science and Technology Office of Ningbo Housing and Urban-Rural Development Committee made an introduction to the development status of green buildings in the city.

Ningbo has started the action of green buildings since 2014 and released a relevant action plan. Currently, all newly-built projects are asked to follow the compulsory standard of one-star green buildings.

It is regulated that, since May 1st 2016, all newly-built projects in Ningbo must be up to one-star standard of green buildings, and that public buildings funded by the government must be up to two-star standard, said Zhang, director of the office.

In order to motivate developers to construct green buildings, the committee relaxed the restriction on pre-sale projects in 2014. For three-star and fully-decorated green buildings, they are allowed to pre-sell as early as when the ground floor is constructed.

According to the statistics from the committee, 34.4 million square meters of new buildings have been accomplished during 2014 and 2015, among which 17.11 million square meters are up to green standards. During this period, the rate of green building in Ningbo reached 50% on average and the rate in 2015 was 68%.

In addition, a fund particularly for energy-saving construction is set up every year to build model base of energy saving after learning new technologies. Model bases finished in recent years include technical reform of exterior shading in Haiguan Residential Committee and Yinzhou Bank, reform of solar water heaters in Ningbo University, and so on.

From now on, we will ask counties and districts that have been qualified for green buildings for over three years to develop at least one project in operation. We should bring green buildings into full play so as to save energy and protect environment, thus to benefit the society.
