Community Television: Past, present and future?

What can we learn from our fifty-year history and how can we best utilize our collective knowledge and wisdom as we meet new challenges? As leaders in our community, what are the opportunities for our media center staff, producers, board members, and volunteers to innovate with new programming platforms, audiences, and strategic partners? Our keynote speaker reminds us, we have a long history of success making media tools accessible and helping communities express themselves. The tools may have changed but our leadership role has not. We have been here before the challenges continue.

About DeeDee Halleck:

Halleck is co-founder of Paper Tiger Television and the Deep Dish Satellite Network, the first grass roots community television network. In addition to being an award winning documentary filmmaker, she is Professor Emerita in the Department of Communication at the University of California at San Diego. In the seventies, Halleck led a media reform campaign in Washington, testifying twice before the House Sub-Committee on Telecommunication seeking increased support and channel space for independent video and film. Her legislative work ultimately succeeded in creating ITVS, the Independent Television Service. Halleck's work in media reform continued, working with a coalition of national organizations to insure public interest set-asides for Direct Broadcast Satellite (DBS). Thanks to these DBS provisions, national services such as Free Speech TV, Link TV and University of California TV satellite services now exist. Halleck has been involved in media policy reform on the international level as a member of the MacBride Roundtable on Communication, Communication Rights in the Information Society (CRIS) and as an official delegate to the World Summit on the Information Society in Geneva 2003 and in Tunis in 2005. She has received five awards for lifetime achievement: The Indy from the Association of Independent Video and Filmmakers, The George C. Stoney Award from the Alliance for Community Media (ACM); The Life Time Achievement Award of the National Alliance for Media Arts and Culture (NAMAC), The Herbert Schiller Award from the 2003 Schmio Awards and the 2007 Dallas Smythe Award from the Union for Democratic Communication.
