Ningbo becomes a mobile finance pilot city

According to the notice jointly released by the National Development & Reform Commission and the Peoples Bank of China, Ningbo becomes one of the first batch of pilot cities for mobile E-commerce financial and technological service innovation, with the other four cities including Shenzhen, Hefei, Chengdu and Guiyang.

In accordance with the pilot program, Ningbo will complete three major tasks in 2015. The first one is to construct the trusted service management system, to realize the docking of the multi-functional platform of Ningbo financial IC card and the government public service platform, and to provide the trusted public services featuring inter-institutional interaction and shared application. The second is to improve the non-contact transaction environment by adding 30,000 non-contact POS terminals and 7,000 non-contact ATM terminals. And the third is to promote the application of the secure mobile terminals with SIM card and SD card as carriers to achieve safe division between application development and media form. The pilot program, by delivering 200,000 secure mobile terminal cards and completing 400,000 transactions, aims to promote the financial application services based on the secure mobile terminals and provide E-commerce enterprises and consumers with such regulated mobile financial services as the mobile banking, mobile phone credits, credit enquiry, online payment and real-name authentication.

With the more secure, more efficient and more convenient mobile finance, Ningbo citizens will benefit from the new financial service experience. According to the pilot program, Ningbo will expand the public services and business applications based on the secure mobile terminals. With the peoples livelihood, social welfare and e-Government as a starting point, it will integrate all the recourses from the government departments concerned, commercial banks, bank card clearance organizations, payment institutions and telecommunications providers, to realize the scale effect of the mobile finance on the basis of the market-oriented operation pattern.

It is reported that a leading group for development of mobile finance will be set up in Ningbo to formulate relevant policies, and guide and encourage pilot agencies and industrial parties to make active service innovations based on the standards of mobile finance. By establishing s special fund for the development of mobile finance and introducing social investments, Ningbo will focus on the construction of the mobile financial infrastructure, operating environment and some major application projects.
