France MVO and C.I.P. task Arvato Systems with implementation and operation of IT platform for the verification of serialised medications

Arvato Systems is responsible for the implementation and operation of the IT platform for medication verification in France

France MVO, the governing body within Club Inter Pharmaceutique (C.I.P.) responsible for implementation of the European Directive on serialisation in France, has selected Arvato Systems through a national tender process for implementation of this major project

(Arvato Systems) G tersloh - Counterfeit medication is on the increase around the world - placing patients, the welfare system, the medical distribution sector and the pharmaceutical industry at risk. Directive 2011/62/EU is the start of the EU initiative against counterfeit medications. From 9 February 2019 prescription drugs may only be dispensed in European Union member states if each package has a unique identifier.

The new Medication Verification IT platform to be used by Club Inter Pharmaceutique (C.I.P.) in France will be provided by Arvato Systems. Since January 2013, Arvato Systems has offered an IT solution for protection against counterfeit medicines. This system keeps and manages all the packaging data of medicines that are required by the legislation and were provided by the industry to offer the verification of each package of medication before it is delivered to the patient. This procedure ensures that all the medicines are valid throughout the entire supply and delivery chain.

In order to provide identification, a data matrix code - already available in France - is added to the packaging of the medication. Besides the serial number - one of the keystones of the security concept - the data matrix code contains the product code, information about the batch number and the expiry date. Each package of medication is therefore unique and verification of its authenticity is provided by the individual identification code.

The Club Inter Pharmaceutique, a non-profit organisation, brings together all of the participants in the drug chain: manufacturers, operators, resellers, distributors and professional associations representing dispensary chemists and healthcare establishments. The C.I.P. develops databases and services whose sole aim is to facilitate discussion among the various professions participating in the health sector. Thanks to its independent nature, the C.I.P. performs an essential role in discussions on technical matters with supervisory authorities, notably in the area of traceability.

A special requirement Arvato Systems had to address in the case of C.I.P. was that its Medication Verification platform is not only used in mainland France but in Overseas France as well, in order to provide access for all health professionals and thus guarantee that no counterfeit package may enter the official distribution chain. This is why 24/7 operation and availability of the platform is obligatory.
