SCTE/ISBE STANDARDS PROGRAM ACHIEVES MULTIPLE MILESTONES: DIGITAL VIDEO, DATA STANDARDS ANNIVERSARIES; REACCREDITATION BY ANSI

JUNE 9, 2016 (Exton, PA) The Society of Cable Telecommunications Engineers (SCTE) and its global arm, the International Society of Broadband Experts (ISBE), today announced three milestones for the SCTE/ISBE Standards Program: The 20th anniversaries of the Data Standards and Digital Video Subcommittees, which have helped to expedite industry innovation, and American National Standards Institute (ANSI) reaccreditation, which will enable continued effective development of standards.

SCTE/ISBE's Data Standards Subcommittee (DSS) and Digital Video Subcommittee (DVS) have played key roles in the cable telecommunications industry's leadership in delivering advanced video, data and voice services. ANSI's independent third-party accreditation process is designed to pave the way for implementation of future technologies by streamlining the development and approval of critical standards and operational best practices and providing an open and balanced forum for all interested organizations.

Our DSS and DVS groups are products of thought leaders who had the vision to see how new technologies could transform our industry, said Dean Stoneback, senior director, engineering and standards for SCTE/ISBE. By keeping the SCTE/ISBE Standards Program aligned with ANSI Essential Requirements for standards development, we can continue to accelerate adoption of new technologies that can increase consumer satisfaction and drive operational efficiency.

Since their initial meetings on June 9, 1996, at SCTE Cable-Tec Expo , the Data Standards and Digital Video Subcommittees have continuously been chaired by David Fellows and Dr. Paul Hearty, respectively. Individually and together, the two subcommittees have been responsible for numerous accomplishments that have been crucial to the success of the industry, including:

DSS' close work with CableLabs to provide formal standardization of cable modems and ongoing development of DOCSIS and PacketCable standards for data and voice;

DSS' submission of DOCSIS/EuroDOCSIS and PacketCable/IPCablecom specifications to the International Telecommunication Union (ITU) for approval as international standards;

DVS' pioneering work in digital TV over cable that has enabled large and small operators to increase the quantity and quality of video offerings; and

DVS' development of SCTE 35, SCTE 130, SCTE 138 and other standards that have simplified programming and advertising delivery and enabled the availability of advanced advertising.

By establishing DOCSIS as a single, worldwide cable standard, the Data Standards Subcommittee ushered in the era of ubiquitous access to high-speed broadband services, said Fellows, co-founder and CTO of Layer3 TV. With the adoption of new technologies including the latest generations of DOCSIS, all-fiber architectures and wireless DSS is continuing to develop standards and best practices that can maximize impact for the industry.

The transition to digital video unlocked new opportunities for cable operators, content providers, consumers and advertisers, said Hearty, vice president, Technology Standards Office for Sony Electronics. DVS' ongoing mission is to enable next-generation cable television technology. We assisted in the launch of digital cable. Since then, we have worked on advanced audio and video compression, program navigation and network ad insertion and management technologies, and receiver-network interfacing, among other technologies. Now, we are enabling 4K Ultra High Definition, High Dynamic Range, more advanced audio and video compression, as well as new transport mechanisms for adaptive bit-rate program delivery that will add new richness to consumers' viewing experiences.
