After his release from UNESCO, United States threatens to leave the ITU Michael O'Rielly, Comisionado de la Comisi n Federal de Comunicaciones (FCC), amenaza con la salida de Estados Unidos de la Uni n Internacional de Telecomunicaciones ya que a su juicio necesita una revisi n fundamental, mayor transparencia y reformar sus procesos.
El Comisionado de la Comisi n Federal de Comunicaciones (Federal Communications Commission, FCC), Michael O'Rielly, ha puesto sobre la mesa el malestar de los de Estados Unidos con la Uni n Internacional de Telecomunicaciones (UIT/ITU) en relaci n al desarrollo del 5G y la banda de 28 GHz. Frente a la pol tica de la agencia de las Naciones Unidas que regula el espectro radioel ctrico y las rbitas satelitales, la FCC pretende abrir espectro de banda C reservado para sat lites para permitir aplicaciones inal mbricas terrestres de 5G.
O'Rielly ha llegado a amenazar con una retirada de los Estados Unidos de la UIT asegurando que este organismo independiente necesita una revisi n fundamental. Claramente, tiene pendiente desde hace tiempo trabajar con mayor transparencia y la reforma de sus procesos. Pero es m s que eso: la UIT est siendo utilizada actualmente por gobiernos autoritarios para impulsar sus agendas miopes en detrimento de otros pa ses, incluido Estados Unidos, y el avance tecnol gico. Es necesario aprobar reformas estructurales para garantizar que la UIT siga siendo neutral en cuanto a la tecnolog a y se centre en su misi n principal en lugar de involucrarse en otras actividades como la regulaci n de Internet .
El hecho de no seguir este camino probablemente conduzca a que EE.UU. cancele su participaci n en la UIT en su totalidad o en parte, lo que probablemente fracture la organizaci n y conduzca a su desaparici n funcional. Ning n individuo con mentalidad de libertad deber a querer este resultado porque, si somos parte de la organizaci n tendremos, al menos, la oportunidad de luchar por los corazones y las mentes de la comunidad mundial , ha afirmado O'Rielly.
El directivo de la FCC tambi n ha mostrado su malestar con el sistema de elecci n de cargos. Es ir nico que seamos el segundo mayor contribuyente de fondos a la UIT, pero solo un Secretario General era natural de Estados Unidos en 150 a os y el ltimo director del sector estadounidense fue hace aproximadamente 25 a os. Las profesionales de los Estados Unidos deben estar dentro de los niveles m s altos de la direcci n de la UIT .
La FCC ha respaldado una serie de estudios de cara a abrir el espectro de banda Ka para la tecnolog a inal mbrica 5G, argumentando que las redes terrestres y satelitales pueden compartir el espectro. La negativa de los gobiernos de la UIT en 2015 a permitir tales medidas parece haber enfurecido a la Administraci n de Donald Trump.
Adem s, la FCC quiere obligar a los operadores satelitales a compartir la secci n de banda C de 3,7-4,2 GHz en Estados Unidos. Los operadores de sat lites han asegurado en multitud de ocasiones en la ltima d cada que la d bil se al de la banda C emitida por los sat lites a 36.000 kil metros sobre el ecuador ser a superada por cualquier se al inal mbrica terrestre que funcione en las mismas frecuencias en la misma rea geogr fica.
Hace apenas unos d as Estados Unidos anunci que se retirar de forma efectiva de la Organizaci n de las Naciones Unidas para Ciencia y la Cultura (UNESCO) a partir del 31 de diciembre. Washington, seg n un comunicado, desea seguir vinculado a la Unesco, pero solo como Estado observador no miembro. La retirada se debe al al impago de las contribuciones de los pa ses miembros de la UNESCO, la necesidad de reformar de la organizaci n y el ambiente antiisrael en el organismo .
