Xinjiang Kuqa Cloing Industry Promotion Meeting held in Ningbo

In order to attract more enterprises from Ningbo to Xinjiang, on August 11, Xinjiang Kuqa Clothing Industry Promotion Meeting was held in Ningbo. Sun Xuewu, Deputy County Mayor of Kuqa County, said: "Kuqa has a huge production base of raw materials, but the textile and garment industry is relatively weak, and Ningbo is the national garment and textile industry base, the two cities, if combined, will boost the rapid development of the textile and garment industry." It is reported that the Kuqa Economic and Technological Development Zone has initiated ten of supportive policies to attract Ningbo enterprises.

According to Liu Guanjun, director of Kuqa Economic and Technological Development Zone, Kuqa enjoys huge cotton production with cotton planting area of 80 acres, the total production about 100,000 tons, accounting for one sixth of total cotton output of Aksu.

According to Liu Guanjun, as there has been a huge gap in the textile and clothing sector of the Kuqa, so the added value of local cotton resources is not high, thus in urgent need of support from Ningbo, a city excels in textile and garment so as to help the development of the industry in Kuqa.

According to Liu Guanjun, Ningbo enterprises in Kuqa will enjoy ten preferential policies. In terms of financial support, Xinjiang set up special funds of 20 billion yuan for the development of the textile and garment industry to strengthen support for the textile and garment industry; for the newly-established textile enterprises in Kuqa, each factory, with production of 10,000 spindles, Kuqa county government will give 1.2 million yuan subsidy. Transporting over 32 cotton yarns will be subsidized 1000 yuan/ton of freight subsidy; in addition, subsidies about 2%-3% of total sales value will be offered to those with products of deep processing within Kuqa; if companies manufacture cloth from other provinces and autonomous regions in Xinjiang, then 2% of a total trade value will be offered; for cotton spinning enterprises, government of Kuqa will offer cotton enterprises with 800 yuan/ton subsidy; in addition, government will give some preferential policies in terms of taxation, employee training, social security, electricity, finance, processing and trade.
