
Construction of Telecommunication Infrastructure and Fare Collection System in the Manila Metropolitan Subway Project

-- KDDI Philippines, a subsidiary of KDDI, announces its participation in the development project of the first subway in the Philippines (hereinafter referred to as the Project), which connects the northern city of Valenzuela and the southern city of Para aque in the metropolitan Manila area of the Republic of the Philippines.
On December 6, 2023, KDDI Philippines has signed a contract with Thales S.A., a French company that provides transportation systems for this Project.
The area of participation for KDDI Philippines is approximately 30 km in total, covering fifteen stations from East Valenzuela Station to NAIA (Ninoy Aquino International Airport) Terminal 3 Station, as well as the depot and the operation control center. Over one hour travel time is expected to be reduced by the opening of this subway compared to the current one by car. This Project aims to improve social issues such as traffic congestion and air pollution in the Republic of the Philippines and is being carried out as a part of Japans ODA (Official Development Assistance) in the form of loan aid.
Leveraging KDDIs expertise in building telecommunication infrastructure both domestically and internationally, KDDI Philippines will construct the telecommunication system and fare collection system for the subway in collaboration with partner companies.
Background of the Project Although the Manila metropolitan area is a small urban area of 620 km2, its population has been increasing year by year, from 7.92 million in 1990 to approximately 13.48 million in 2023 (
Note 1). Despite overpopulation, the development of public transportation as a mass transit method is lagging, and traffic congestion is becoming severe. Economic losses due to such traffic congestion are estimated to be 3.5 billion pesos per day (approximately 9.3 billion yen at the December 2023 exchange rate) (
Note 2), and traffic congestion is becoming a bottleneck for smooth logistics and movement, lowering the international competitiveness of the Philippines.
The KDDI Group will contribute to mitigating severe traffic congestion in the Manila metropolitan area and to mitigating air pollution and climate change by developing a subway in the Manila metropolitan area to respond to increasing transportation demand.

Participation details
KDDI Philippines will participate in the following businesses within the Mechanical, Electrical, and Track (E&M) System Part Package (CP106).

Telecommunication infrastructure construction: Delivery and installation of piping components, cabling work, installation of equipment

Fare collection system: Installation work of ticket gates and ticket vending machines, and delivery and installation of communication equipment, servers, and other equipment.

The KDDI Group will continue to promote the development of social infrastructure that contributes to the improvement of living standards and the promotion of economic development in developing countries through Japans ODA projects and will realize KDDI VISION 2030, which is to Evolve the power to connect and create a society where everyone can realize their thoughts.
