Ningbo s urban-rural integration blooms

Ningbo has developed a featured new-style urbanization road with its efforts in cultivating and developing satellite cities, central towns and featured towns, and promoting the city-industry integration and urban-rural integration.

The new-style urban construction and upgrading of the old city has helped to improve the citys quality. In recent years, Ningbo has implemented the urban quality improvement project by strengthening new-style city construction and upgrading the old city, it has also promoted the smart city, green city and sponge city construction, and actively conducted the reconstruction of the urban villages and shanty blocks.

The construction of the satellite cities, central towns and featured towns has given new impetus to the urbanization. With their advantages in promoting the urban-rural coordinated development, the agricultural population transfer and the city-industry integration, the satellite cities and central towns are important parts of new-style urbanization. In recent years, Ningbo has accelerated the construction of satellite cities and central towns, and has strengthened the radiating function through reform and industrial development. Meanwhile, the cultivation of the featured towns has added new strength for urbanization.

The PPP model has helped to realize the diversified sustainable development of urbanization. So far, the PPP project base has been established and 107 projects have been issued with a total investment of 292.51 billion yuan. Among others, over 20 projects have been identified as the PPP demonstration projects by the National Development and Reform Commission and the Ministry of Finance. As a demonstration PPP project of the Ministry of Transport., the first phase of the double track of Ningbo section of the Hangzhou-Ningbo Freeway has received a capital intention letter of 4.25 billion yuan.

The reform of the rural property rights system has further improved the urban-rural integration system. Since 2014, Ningbo has started the overall stock cooperation reform of the rural economic cooperatives, and by the end of 2015, the reform rate of the 2802 rural economic cooperatives had reached 99.3%. Meanwhile, 10 pilot villages in the six urban districts have actively explored the corporate transformation or the exit mechanism of rural economic cooperatives.
