
Sector Jean-Claude Juncker requests the review of the single market digitalUn centenar de organizaciones y sindicatos europeos solicitan al presidente de la Comisi n Europea un replanteamiento del mercado nico digital implicar a un profundo cambio en los procesos de producci n, comercializaci n y financiaci n de las producciones audiovisuales, hasta el l mite de poner en riesgo la viabilidad.
FAPAE junto a un centenar de organizaciones y sindicatos europeos han remitido una carta al presidente de la Comisi n Europea, Jean-Cluade Juncker, en la que le solicitan la revisi n del mercado nico digital.
El modelo que se quiere implantar en Europa sobre el Mercado nico Digital implica un profundo cambio en los procesos de producci n, comercializaci n y financiaci n de las producciones audiovisuales, hasta el l mite de poner en riesgo la viabilidad de la industria independiente y con consecuencias negativas, no solo para la industria audiovisual, sino tambi n, y sobre todo, para los consumidores , ha argumentado Ramon Colom, presidente de FAPAE.
En la carta firmada por 99 organizaciones de productores de cine y televisi n, organizadores de eventos deportivos, distribuidores, locutores, guionistas, salas de cines, medios de comunicaci n y sindicatos de toda Europa explican cu les son las consecuencias negativas que este cambio generar no solo a la industria audiovisual europea, si no y, sobre todo, en los consumidores.
La Confederaci n de productores audiovisuales hizo p blico recientemente el informe denominado The impact of cross-border access to audiovisual content on EU consumers que fue realizado por Oxera and O&O, en el que se advierte que el Mercado nico Digital, en lugar de mejorar la elecci n del consumidor, como pretende la Comisi n Europea, erosionar la explotaci n territorial y conducir a un enorme coste para el p blico, as como de la econom a creativa europea, amenazando la diversidad cultural tanto en la producci n y distribuci n, lo que reduce el volumen y calidad del contenido original que se ofrecen en la Uni n Europea. El Estudio, que ha sido realizado en los 28 pa ses miembros de la Uni n Europea, concluye que, adem s, los t tulos extranjeros tambi n se ver n afectados negativamente.
El estudio desprende que todos los contenidos (producciones locales internacionales, europeas e independientes) se ver an afectados negativamente, amenazando la diversidad cultural: se producir hasta un 48% menos de n mero de g neros en los contenidos de televisi n y un 37% menos de la producci n de cine local, que ser un contenido m s marginal. Incluso el contenido que todav a se hace podr a sufrir una ca da en los costes de producci n, lo que tambi n afectar a a la calidad del contenido disponible para los consumidores. Todo esto supone que los consumidores se enfrentar an a precios m s altos y a perder el acceso a contenidos que actualmente disfrutan.
La oficina del presidente Jean-Claude Juncker ha realizado acuse de recibo de esta carta en la que se explica que la industria audiovisual est abrazando las oportunidades que ofrece la nueva tecnolog a: generando mejoras en la conectividad en la era digital para satisfacer la demanda de los consumidores tanto en la elecci n, la calidad, como en la diversidad. Hay un n mero creciente de servicios audiovisuales online disponibles en Europa que transmiten contenido de alta calidad a millones de espectadores de forma apta para el p blico. Los consumidores tienen m s acceso a m s contenido, en m s y en m s dispositivos que nunca antes y, este crecimiento, va a continuar .
En la carta remitida al presidente de la Uni n Europea, tambi n se pone de manifiesto cu l es la trascendencia de la industria audiovisual en Europa: el sector factura en un a o m s de noventa y siete mil millones de euros, emplea a m s de un mill n de personas en toda la Uni n y ha estado creciendo a un 2% anual, m s r pido que la econom a europea en su conjunto.
