Promoting Five Water Treatment (sewage, flood, waterlog, water supply and water saving)

Another 130,000 tons of sewage water can be treated in the central urban areas on a day-to-day basis and the newly-constructed sewage pipe covers 180 kilometers in the township, achieving the overall coverage of sewage treatment facilities in the township. The treatment rate of domestic sewage in the central urban areas hits 94% and 88% at the county level. 770 projects were built to solve the sewage water problem in rural areas, benefiting households of over 280,000 and ending the security problem of drinking water of 100,000 people. Besides, channels of 300 kilometers were cleaned out and flood banks established covering 100 kilometers.

Strengthening atmospheric governance

Clean transforming of six coal-fired thermal power units over 600,000 kilowatts was completed. Harsher measures were taken to control over the exhaust by vehicles and eliminate yellow-label cars.

Increasing traffic smoothness

The first-stage project of rail transit line No.2 is on trial operation. 9,000 public bicycles and 360 net systems were added, completing the three-year construction plan of total 30,000 public bicycles and 1,200 net systems in the urban areas. 10 break roads were smoothed in the central urban areas, Xinjiang bridge completed, 10 new bus routes added and another 20 upgraded and adjusted. What's more, over 45,000 special parking lots were also added including over 25,000 lots in the central urban areas. Networking highways covering 120 kilometers were constructed.

Safeguarding public security

Class A and B of food security standard in the canteens of kindergartens, primary and junior high schools hit above 80%. 1,500 Sunshine Kitchens were built along with 15 supply units for relatively cheap vegetables in the central urban areas, 40 Safe Zones for fresh agricultural products in the supermarkets and 20 safe food markets. We helped the Red Cross carry out emergency trainings for 80,000 people and 900,000 staff in the production units were trained about the security knowledge.

Improving employment and social security

Under the guiding plan for entrepreneurship of college students, the number of college students starting up enterprises was added by 2,500. Two city-level entrepreneurial parks for college students were established together with three city-level training centers for high-skilled talents, 12 workshops for skilled staff in which 25,000 high-skilled talents were cultivated.

Benefiting people by education

We have accelerated the standardization of special-education schools and established the Municipal Guiding Center for Special Education as well as 50 resource-based classrooms. Over 70% kids were enrolled in the high-quality kindergartens for public benefit.

Enhancing health services

We have implemented the contractual family doctor system in an all-round way based on the community health service centers (health clinics in the townships). The implementation rate hit 100% with over 1,000 new beds added in the health institutions across the city.

Optimizing the elderly support services

More than 10 service centers for the elderly were established along with 150 newly-built (expanded) service centers and 4,000 beds.

Enriching sparetime life

We have established 30 screen bases, 250 cultural halls in the rural areas and 7 fitness centers for the public benefit. Over 95% of the fitness paths was in a good condition. Besides, we have also constructed five characteristic night markets, five city-level Moon Economy (night market economy) and 15 brand activities at all levels of the city.

Improving living conditions

7,000 sets of low income houses were built for 5,000 households of middle and low income. Old and dilapidated buildings covering one million square meters were reconstructed and 25,000 units of make-shift houses including monetary compensation for relocation were established in the rundown areas. We have completed the treatment of illegal buildings about ten million square meters and the land area of Three Reconstructions (reconstructions of old residential buildings, factories and urban villages) was ten million square meters. Over ten million square meters of plain afforestation was added along with 1.8 million square meters of newly-constructed public green lands in the central urban areas.
