Since the beginning of 2016, the disciplinary group of Ningbo municipal Ministry of Education has acted in line with the guiding principles of the 6th plenary session of the Commission for Discipline Inspection of the Central Committee of the CPC by performing its assigned duties in supervising key areas of education to ensure that educational reform can proceed smoothly and that education will unfold in virtuous circle.
Full commitments are made in strengthening oversight over key links in education. In response to numerous educational projects, construction projects, matters concerning people's livelihood, efforts to build a clean government, disciplinary oversight must be exercised on where educational priorities lie. In the first half of 2016, supervision and examinations have been conducted on pilot projects on educational reform at the national, provincial and municipal levels and on the implementation of Ningbo's education project dubbed Three Year Action Plan (from 2014-2016) for Socio-economic Transformation and Development. Such supervision has been pervasive as it covers 32 projects including appointment of cadres, professional title appraisal, project biddings, teachers recruitments, independent enrollment of students by colleges and universities, enrollments by private schools, college entrance exam and high school entrance exam. The disciplinary group has also conducted across-the-board supervision on rules-making and their implementation so as to reject rule and discipline defiance or breakings and the oversight has been well received by the wider general public.
The disciplinary group has taken tough measures on the battle against paid extra lessons for students and accountability has been highlighted. It has engaged in the formulation of the Regulation on Punishing Teachers Engaged in Paid Extra Lessons. In the first half of 2016, a special campaign has been launched on such malpractices and when they are confirmed, teachers have been conversed, criticized, terminated of contract, among other punishments. A couple of days ago, a coordination meeting was held on combating summer schools. It was concluded at the meeting that principals will be held accountable at first, visits will be made to teachers during summer holidays and tougher examination and control will be exercised on private training schools in a way that redresses the ill social culture to the largest extent.
It has also worked to cultivate a sound environment in which rules and disciplines are well abided by. During the Labor Day and Dragon Boat Festival, disciplinary inspections were made on organizations under the MOE, Ningbo schools and institutions with priorities to dereliction of duty including absence without leave, chatting, playing games at work, internet shopping, shares transactions, watching videos and films during work; illegal use of offices and buses, disciplinary violations. After the entrance exams were over, a notice was issued on forbidding teacher from taking part in banquets organized by graduates and from receiving money and money cards so that teachers will learn disciplines by heart.
